Delivery agent Denial of order delivery

I ordered a product in online and paid for it. When the day of delivery arrived I was instructed that it is a Open Box delivery, verify the product at the time of delivery and then share the OTP.
However the delivery person did not agree. He declined the delivery and is holding the package for last 4 days within and challenged me that I will not receive the product, order will get cancelled and it will be returned. He says he is incharge of my area and nothing will happen beyond him.
Based on the facts stated, if the seller/platform has specifically offered an Open Box Delivery facility, you are entitled to inspect the product before sharing the OTP. Refusal by the delivery executive to permit inspection, coupled with withholding the parcel and threatening cancellation, may amount to deficiency in service and unfair trade practice.
Immediately raise a written complaint through the platform's customer care, grievance officer and email support, preserving screenshots, call records and delivery updates. Clearly state that you were willing to accept delivery subject to the advertised Open Box Delivery procedure and that the delivery executive refused to comply.
If the issue is not resolved and the order is cancelled or returned due to the delivery executive's conduct, you may seek refund, compensation and other appropriate reliefs before the Consumer Commission for deficiency in service. Maintain all documentary evidence for future proceedings.

Raise a complaint (also send an email to the grievance email) in the online platform re your concern and get a valid ticket ID for that. Keep a proper follow up. If not resolved, connect a lawyer to send a legal notice to take this issue further.
