by how many days the legal notice shall have to be sent and by when the petition shall
have to be filed.
As per query in law rato u can send legal motice to the opposite party and also give 15vdays of time to ten opposite party and then you can file a petition before the consumer court if we don't receive any reply from the opposite party.

Section 69 of Consumer protection Act states that (1) The District Commission, the State Commission or the National Commission
shall not admit a complaint unless it is filed within two years from the date on which the
cause of action has arisen.
(2) Notwithstanding anything contained in sub-section (1), a complaint may be
entertained after the period specified in sub-section (1), if the complainant satisfies the
District Commission, the State Commission or the National Commission, as the case may be,
that he had sufficient cause for not filing the complaint within such period:
Provided that no such complaint shall be entertained unless the District Commission
or the State Commission or the National Commission, as the case may be, records its reasons
for condoning such delay.

A complaint has to be filed within two years from the date on which the cause of action/ deficiency in service/defect in goods arises. I believe you have definitely mentioned a TAT in your legal notice, you can file the complaint within this two years after the day of completion of that TAT.
