cheque bounce and harashment by builder executive

i have booked pre launch flat in feb 2016 paying 1 lac. after one week i have cancelled. builder provided cheque for date july which got bounced.later he asked me to come after one month. now they are not responding properly. physical and mental harassment and threatening from executive on arguing about refund amount
Dear Sir/Madam, after bounce of cheque you should issue a legal notice with in 15 days from the date of the bounce to give 15 days time to pay the said amount, and after 15 days with in 30 days to file cheque bounce case against the said builder.
