As your query suggests, dispute is with regard to an agreement alleged to have been entered into between you and another which is an issue which need to be proved through proper evidence before Civil court only as it, at the most, involves a civil dispute only.
No criminal action need to be taken and after securing the bail, if any criminal case has been registered or is being registered, you can proceed on through proper legal proceedings.
You also have a right to challenge any such proceedings in quashing before Hon'ble High Court.

You should file compaint against him For cheating and fraud. If police is threatening to you For lodging FIR then you should file anticipatory bail. He can't claim such huge amount without showing delivery of money to you.

If it is plain paper signed by you, recovery cannot be made by the complainant. Police has to create pressure upon you and if you are genuine accused, you'll pay in the name of peace of mind but genuine innocent cannot pay. Contact your nearest competent lawyer to avoid financial loss.

Apply for anticipatory bail, probably that police officer is playing bluff with you that he had register FIR, when you apply for bail, he will need to gave detail of FIR, which is not present other wise it is civil matter police cannot intervene in this.
