NGO student use my ladder, please advise what can be done ?

I have a steel ladder build on drain and ngo students use it. SDM has asked to take ladder out then how government can help me as govt is supporting ngo.
If the SDM has permitted you take your ladder back you don't need to worry about the facts that how the government did help you and one more thjng the sdm has been given the discretion and the ladder belongs to you so in such case no body is allowed to encroach on the property belongs to you
