Hello. A civil judge can appear in the capacity of Judicial Magistrate at the time of criminal cases listed with him.He decides both kind of cases as per the cases designated to him/her from his Superior Officer.A civil judge has immense power which a SC or HC judge does not carry.

Heinous Crimes cannot be heard by Judicial magistrate/CJM, but by Session judges only. Offcourse, the criminal cases can be heard by JM/CJM, however, where the period of punishment/ imprisonment is more than 10 years, the matter should be heard by Session Court only.
