First of all we have to see the 3 FIR which have been filed are under which sections and after that also if police is not arresting him then you may approach High Court, Chandigarh for directions to Higher authorities for his arrest

You should take the matter to the high court and also check out if they are on bail or not. If FIR is there and police is not doing anything then it calls for an action against the police officials as well. Better approach high court. Write back if u need anymore suggestion.

Lodging FIRs do not compell the police to arrest the offender rather depends upon the offences under which the fir is lodged, if the offences are bailable then police can not arrest the offender. If your father met with sever injuries then it is must to get him admit in civil hospital then demand doctor to file medical legal report upon that base if would be clear offence is bailable or non bailabe.
