Dealer denied for permanent registration. Please advise.

Sir, I have bought a Honda BRV through Southern Honda Dealer Tirunelveli, along with the vehicle they gave me a quote of 50000 for Honda Genuine Infotainment System and later they fixed a after market infotainment system for 37000 so we refused to accept the delivery of the vehicle so they discounted the price of infotainment system and delivered the car. But now they are denying our permanent registration and asking for 45500 Rupees extra before processing permanent registration of vehicle please look in to it and give your valid reply as soon as possible.
Is there any hurdle to you to register the vechile directly with the registration department?. You can register the vechile on your own by paying the required fee. If they failed to issue the receipt to the amount paid by you then approach the Honda Customer Care and made the complaint, the problem will be sorted out. You can send a lawyer notice to the concerned car show room with your papers .since there is a contract between you and the car show room you can claim them compensation for violation of the contact. If they refuse to pay your amount you can file a case against them in the consumer forum.
