you can file a complaint with the police and get the parents arrested in this matter. there has been a recent case in kolkata where the parents were arrested.

The father and the uncle of the 12-year-old girl from Duttabad in Salt Lake -- now under the custody of a state owned Child Welfare Committee (CWC) after her parents were caught abusing her last Saturday -- appealed before the police to get their child on Tuesday but the cops have said they need to undergo a test conducted by the CWC before getting possession of the baby.

On Tuesday, Sudev Das, the girl's father and Basudev Das, her uncle reached the Bidhannagar South police station looking for their girl. After the arrest of Sudev and his second wife Dipali, last Saturday, police had handed over the girl to an NGO who in turn had sent the girl to a home run by the CWC. The girl had alleged the father and the foster mother used to torture her regularly and forced her to do all household chores following which neighbours called police and the two were subsequently arrested. The parents were however released on bail the day after.
"I read about the incident in a newspaper. The girl had lost her mother when she was barely a year old. Since then me and my wife had raised her. After my brother had got remarried last year, they brought the girl to them. Now I want to take her back and raise her. How can she live in a government home when we are still alive," said Basudev Das, who had come from Namkhana in south 24 parganas on Tuesday.

The girl's father Sudev also said he and his wife were repentant to have hit their girl but promised to raise her in a better manner now on. "We had never beaten her with an intention to torture her. But we understand our way of disciplining her is wrong and we will rectify ourselves. But we cannot let our child stay in a government home," he said.
An official CWC said according to the norm, the girl's family members now will have to appeal before the committee with a plea to return their girl. The committee will conduct an interview and a test of the parents or whoever wants to have the possession of the girl and only if they are able to satisfy the committee members with their answers and acts, the committee will hand over the girl to them. "We are only working by the rules that are best for the child. The family member who wants to look after the girl has to convince us that she would not be tortured and would have a better future," said a senior member of CWC.
