Complaint against agent for cheque bounce for Canada visa

I have to apply for canada visa and i had pay 4,10,000 rupee to agent by cheque. after 2.5 year he was give me a return cheque with two part payment. Till date one part payment cheque was bounce and last two night i was his office and he did comment me and say yes i will pay you within 2 days and something something. but now i have to decided i will go for legal action on him. So what can do for it? Give me your valuable suggestions.
Dear chq bounce matter is imp by days.
Bekoj after bounce of chq u have to immediate give him legal notice within 30 days from bounce date and if he not pay after rececing notice u have to file matter in court so dnt wait for time extending. Bekoj after 30 days no value of bounce chq .

It is strongly advised that you should immediately take legal action against him for recovery of our amount. Give him a legal notice for payment of bounced cheque amount and if still he doesn't pay then file a complaint under section 138 of negotiable instruments act.

For what purpose you paid such huge amount to the Agent as Visa fee is not so much.
There must be some agreement between you and the Agent.
And as he has returned money to you after 2.5 years then there must be some reason for not receiving Visa...hope it was for immigration.
You have cheque in possession....so send legal notice and take legal action in time.
Otherwise it will be late

You are advised to give a notice and then file a criminal case for dishonour of his cheque through a suitable advocate in your vicinity. He Will have to pay or can be sent to jail for ordinary sentence.
