You can proceed thereby filling a Complaint under Section 138 NI Act and other related criminal offence related to such transaction. You can serve the notice to the landlord stating its tenant credentials. GST and other things will certainly co-relate to his presence and business. Law after filling will takes its own course thereby declaring him Proclaimed offender if he does not turn up.
As per law, you required to serve the accused with the legal notice on the address you are in knowledge of.
further, beside this criminal case you can very well maintain a civil suit of recovery nature and the same can be a summary suit depending upon the facts of your case.

Don’t take any legal action in hurry. I suggest you to send them a legal notice in which all the facts and issues are clearly indicated. Once you send them a legal notice , the wrongdoer will be in trouble.
Sir without any further delay, you should go and file a police complaint drafted by a well-learned counsel against the accused who has absconded which will afterwards be converted into an FIR and the accused will be booked under relevant sections of IPC. Alongwith that a case u/s 138 NI act can be filed against the accused, wherein you will get the your withheld amount back. These will be the criminal proceedings and along with it the civil proceedings for recovery can go on parallely. The abovesaid proceedings for the said case shall commence as soon as possible as the case is time-barred and there is limitation, thereby a well-learned counsel shall be contacted as soon as possible to draft and argue the said case.
