Check is bounced but Check given person changed his address,

Sir my uncle give me a check after receiving of money 2 lakhs,he doesn't give money so i am deposit check in my bank.the chek is bounced now i contacted him he change his address and phone number,he is a goverment servent,how to take leagel action against him.please help me sir
The legal notice should be sent to the accused. if the person is working at government then a notice shall be marked to the government for further action. first stage is issue of notice and to be continued after that.
