If you signed all papers and transfer his name without receiving any payment, you have the right to file a criminal case against him for cheating..The bounced cheque is your evidence for non payment of the sale price..If you did not sign any papers for transfer and the car is still in your name, you have the right to recover your car by filing a police complaint.

Yes you can file case against him. First you have to send legal notice to him for cheque bounce asking him to pay within 15 days. After 15 days of receipt of acknowledegent card you can file complaint before Magistrate Court under Negotiable Instruments Act

file a cheating case in your local police station and ask the RTO not to Transfer your Vehicle ownership if not already done. ask the police to trace the vehicle and recover it from him. this is the only thing that you can do quickly. the other way is legally filing a civil suit for money recovery, which I think will not see the end of the light.
