Can cheque bounce case be transferred from Punjab HC to Delhi HC

Please advise whether a case of cheque bounce of Rs 30 lac pending in High court can be transferred from Punjab/Chandigarh to Delhi. Can the cheque issuer be stopped from leaving the country by a legal way?

Yes, upon making an application to that regard and upon satisfying the Court that there exist reasons why such a case ought to be transferred from Punjab court to Delhi court, a case can be transferred from Punjab to Delhi. The code of criminal procedure provides for the same. As regards, preventing the accused from leaving the country, you can file an application before the relevant court demonstrating that there is reasonable apprehension that the accuse would flee the country and render the criminal proceeding infructuous. Yes there are ways that the drawer be stopped from leaving the country. However the facts and circumstances of the case have to be examined in order to give a conclusive opinion on the matter. It is advised that you give enough specifications to come to an opinion.

case cannot be transfer from punjab to delhi without jurisdictions. if there is jurisdictions then transfer petition should be filed in the Supreme court.
To stop the accused for leaving the country an application should be filed in the appropriate court or where the matter is pending.

However matter reached in high court may through petition or appeal . please clarify whole of issue then only u could be advised properly . please give full details then only u could be advised properly
