What are the terms for Simple Mortgage

I have mortgaged a vacant land under shriram city union , for which the interest rate is very high, i decided to switch to other banks but after approval they said that the MoD is written wrongly. They have given enterprise loan in the name of individual. We are stuck, they also said 16.5% flat interest but charging the same in reducing balance. Pls help
send notice for pre-closure and mention all the illegalities made by the sriram city union. if not they come down then file a suit for redemption of the mortgage property at the proper court at proper jurisdiction.
