In my considered opinion, the best recourse for you presently is to issue a legal notice to the Travel Agency. But before that you must find out the terms on which the booking was done; to what extent the booking was refundable etc. Once that is ascertained, it is advised you issue a legal notice to him asking to repay the extra amount retained by him. More often that not, these kind of disputes are settled at the stage of a legal notice. So my advice is to send a legal notice to the travel agency.

Dear client,
I suggest you, firstly you should serve a legal notice through Advocate, it mightly help to recover your extra paid amount. If you do'nt receive amount, after receipt of the notice. you have to file a consumer complaint.

It is necessary to know the terms and conditions prevailing at the time of booking with the travel agency. Secondly, if the booking of 15.2.17 was refundable and your travel agent has said that he will return it, then ill suggest you wait for some time. If you cant wait for long a legal notice can be sent.
