Steps followed if bank fills position without considering waiting list

My question was, when a transfer request for a particular vacancy in a public sector bank was in waiting list, can the bank may fill the same vacant position with direct recruitment without clearing the pending request for that vacant position
Hello,
It depends on the rules and regulations of the banks. Management has the Full rights on recruiting , transfer, promotions etc as per bank norms. Nowadays public sector banks are in merging. SBI group merged all SBI banks as one bank. So in future remaining all public sector banks also merged into 5 or 6 banks. So the rules and regulations of the banks are changed and new Bills are passed in favour of banks only. So the present situation of the banking system was in poor condition.
