Related to transfer policy of central government?

I am currently working in IDBI Bank which is a PSU bank as a Assistant Manager and I my wife is working in Indian Railways as a Assistant Loco Pilot we both are currently posted in Bhopal district. Recently I got an office order from my bank for transferring me to Ashok Nagar district which is 200 kms from Bhopal. So my question is that as per Government Of India circular no. F.NO.28034/9/2009-Estt.(A) dated 30th september 2009, point no 4 sub point no (vi) Where one spouse belongs to a Central Service and the other spouse belongs to a PSU:- The spouse employed under the PSU 'may apply to the competent authority and the said authority may post the officer to the station or if there is no post under the PSU in that station, to the station nearest to the station where the other spouse is posted. My bank has 8 branches in Bhopal and about 10 branches in nearby district. But still they are not ready to post me in Bhopal or a nearby district. Can I file a case against them ?
