Loan amount not return for 22 month

My mother in law gave money to known person 22 moths back rs 500000(five lakh) with 4 percent monthly intrest. There is no documents received for surety. Only 20rs stamp paper they both signed. After got money they did not given singe month intrest. They keep on postponed. They both had flat and car but both in loan. They both working professionals. Please suggest us how to get money from them. We missed to get even cheque also.
if the person is playing any illegal amount or doing activities beyond the legal parameters then you can approach the Civil form to protect your rights and from the harassment and legal claim of the loan amount from the concerned person 10 mint or you can't stop the illegal demand of the person
