Credit card payment default in Dubai

My wife left dubai 3 years ago. Her friend used her credit card and didn't make the bank payments in Dubai. the principal amount was less than 15000AED which has now accumulated to 44000AED. we got a call from a guy claiming to be from Indian embassy in Chennai asking us to pay the principal amount in 5 days or get arrested. Do they have the right to do that? and is there a way to increase the deadline?

Yes upon instructions from Ministry of External Affairs, criminal case will be filed against the credit card holder in your jurisdictional police station and police will arrest the accused for investigation and custody,
