Cancellation of loan amount after message of disbursed

Hi,
I got message from home loan company xyz that my home loan amount is disbursed, however I did not received the check of that amount and also flat is not registered on my name yet ,my agent is delaying for stupid reasons, so I can cancel my home loan request.
