She cannot apply for divorce currently. Legally it is permissible only to apply for Divorce after one year of marriage. As of now she can send the husband notice and ask him to agree for mutual consent divorce

We had booked a flat on Feb 2017.Builder had promised to launch the flat on June 2017 and start construction. But builder till date has not even launched the flat not even started construction, he is not even having environmental clearance for the flat. Can we get back the money what we paid from the builder?
