Q: How to appeal​ in high court for relaxation in age limit criteria

Sir I am a 12 passed student and I had applied in NEET exam and i want to take admission this year only but there is problem in my DOB according to rules i should complete 17 years of age on or before 31-12-2018 but i am completing my 17 years age on 01-01-2019 means there is difference of only one day. I had asked for relaxation but they told me that only the way is to appeal in high court for relaxation under the section of mercy. My brother in law has been arrested in false crime. Actually in Sahawar during an protest my brother in law's cousin was involved (As per other people) and police came home to arrest him however he was not there hence they had taken my brother in law yesterday night and he is there since then..They were saying that they will leave him by yesterday evening however he is still in Police station
