How to enforce transfer of property

My father purchase 1 cidco house in 1984 on bond paper. Today property owner not ready to property transfer on my name. what can i do?
Please check with the CIDCO transfer rules ando regulations. Then you need to use a succesion certificate and prove your due inheritance. Try to amicably settle with the property owner. Litigation will take years.
