Landlord not willing to take rent and harassing the tenant

From last 2 years landlord is not taking rent. Now they started taking rent when we went to give rent he said you have built big cupboard outside door we will not take rent in our building in each floor many of them built cupboard when we said this he says we dont know landlord did case on tenants we don't know he is saying truth or not. Does landlord takes room in his custody how i can pay rent.what to do pls suggest? And In our building we have bmc water supply in which we get water in morning from respective tanks installed in terrace. Around 80% tenants takes illegal bmc water supply when we ask landlord does they take permission from you he is saying its tenants personal problem they dont require permissio from landlord. Main problem is tenants use local bmc building storage water. If they have issues with main supply than they use thr personal connection water. I ask landlord tell them to use only 1 supply either building tank storage or persona supply. pls suggest what to do?
