If it happened in 2012, why are you considering your legal options now? The PSU's termination and notice guidelines/ conditions including the terms and conditions of the Employment Bond will have to looked into to find out to see if your resignation can be withdrawn. Did they tell you that you can withdraw it within 30 days orally or in writing? That will also determine your options. If you can be more specific by telling me what is your main goal, I can give a better answer.

If after resigning the company where you worked accepted your resignation, then if they have handed over all your certificates and relieved you from the company, after which a FNF settlement letter was also provided, now in 2016 after the lapse of more than 3 years, they cannot demand you to pay the bond amount of Rs.2.75 Lakhs. This is highly illegal and you can defend this in a court of law.
