Transfer orders without reliever

After so many requests, the Railway administration issued a transfer order in my favour, but the reliever was not posted in my place. without reliever my immediate boss is not relieving me. now what should I do to get relieved? please help me.
You can approach your jurisdictional labour court seeking relief for the same. Also you can file a petition in the jurisdictional civil for injunction on the said transfer order.
