Is it necessary to give medical certificate for taking leave

I m a group B govt employee working in a haryana govt technical institute. i availed two days winter vacation leave giving reason of lower back pain. Now head of the institution is demanding medical certificate and medical fitness certificate on joining the duty. is it legally mandatory to produce these certificates for availing winter vacations. or only in case i apply for medical leave then i have to produce medical certificates ? If i take casual leave for one or two days giving reason of simple body pain/temp. then also i have to produce medical certificates? Please guide

Medical certificate is necessary only for medical leave. When taking casual leave you need not give any reason and hence it is called casual leave. In normal practice one casually mentions why the casual leave is taken. But since there is no written communication it does not come on record. So the answer to your question would be that, no you need not give medical certificates in case you are availing casual leave. You can also check the service rules applicable to your institute for further clarity.
