govt not reimbursing travel allowance what can I do

Sir, I was working in a semi-govt organization as contract project manager and got relieved 1 month ago. As per govt policy, a contractual employee needs a govt. order to make a air travel. For attending a conference, I was directed by my HOD to make a air travel in anticipation of Govt. approval. But no reply was received in this regard till my relieving. Pls note that besides the above travel, I had made many other air travels and for all those, Govt. had given permission. Now my accounts is not crediting my salary stating that the travel doesn't have a govt. order. What can I do legally?

It is presumed that the direction from your former HoD was in writing. having performed the tasks assigned to you, the management cannot indulge in petty flogging. You may take up the issue with HoD and management and if unsccessful, may approach a Court of Law or designated judicial forum.
