can a person appointed in on compassionate ground get promotion

Respected sir/s, The particulars of my case is here-under: 1.That I am working as a Patwari in revenue department, Government of Punjab from 21-3-2003. 2. That I got the above job in reserve post of handicapped on 21-3-2003. 3.That Punjab Government gives 3% reservation in promotion to handicapped persons. 4.That one of my colleague got the job of patwari in general category due to on duty death of his father on 1999. 5. That my above colleague got a handicapped certificate on 2001 from CMO. 6. That there is a vacant seat of handicapped quota available for promotion. 7. That my colleague is claiming to be promoted against that seat available under handicapped quota although he got the job in general quota. My query is: 1. can a person appointed in general quota on compassionate ground get the promotion in reserve seat ?

Dear friend as per the service rules of govt of Punjab, your appointment in purely on the basis of handicap quota, and your colleague got the certificate after his appointment which is not valid at the time of promotion, you can challenge this in the high court if he get the promotion.
