Government authority grants license to priests to solemnize marriages

Which Government Authority grants license/permit to Hindu priests for solemnising marriages ? My query is regarding a friend of mine who is Priest by profession , also holds degree of MA, B.Ed. and well versed with major Hindu scriptures and besides doing Poojas and ceremonies also performs marriages as per ancient Vedic customs of couples having attained legal age to marry. Kindly revert Which Government Authority grants license to Hindu priests for solemnising marriages ? He is resident and domicile holder of Haryana and most of his clientale is of Haryana/Chandigarh areas I could not find mention of such government authority which issues such licenses on Municipal Corporation Website of city. There must be designated such Government authority /body/undertaking as per an Act duly passed by State Legislature or as per Govt notification in this regard or Hindu Marriage Act 1955. Kindly elaborate Regards Rajat

hi,
i think their is no license granted by the priest because they give their affidavit to ratify that the marriage ceremonies are followed, but it is only my baseless opinion as i am not sure about legality for granting license.
