Police rejecting case on basis of no witness can they do it

An FIR has been filed for a criminal case. We have submitted documentary proof for every point to the Police officers. They say that if there is no witness, they have to close the case and we have to look at a civil case. When we have documentary proof, should there still be a witness? Please advise

If you have documentary evidence, then the witnesses are executors to the document.
Police is lying.
There is no necessity that there should be witness.
Parties themselves can depose as witness in criminal case.
Police cannot close the case because there is no witness. Police has to take evidence from complainant and accused and submit the document in court. Only courts have the powers to close an FIR.
You should appoint a lawyer to fight your case with police.

Police inspite of having documentary evidence cannot just close the case and if any offences attract as per the complaint they are bound to book the FIR and proceed with the case. However, you can file the protest petition before the concerned magistrate court and ask the court to intervene in the matter and render justice...
