Dear Sir,
If you are so much sure about the person who has stolen your laptop then instead of writing e-mails here and there kindly register a complaint and also lodge a F.I.R. at the nearby police station first.

You must immediately file an FIR in this regard at the police station which would have the jurisdiction of where the theft took place. You must folloaw up on it and give any evidence you have at the time of inquiry. You may face problems in filing the FIR since a retd. police inspector is involved. If that be the case then you may approach the appropriate Court of Law seeking direction on registration of FIR. Hopefully the police will help recover your laptop. For compensation you must specifically for it as and when the trial takes place. The trial Court can award compensation to you under the Code of Criminal Procedure.

File a complaint against that police official before the Commissioner of Police/SSP of your area. If still nothing happens, than you have an option to either approach High Court of your State by filing a petition u/s 482 Cr.P.C. or a criminal complaint before the concerned Magistrate of your area u/s 156(3) Cr.P.C.
