Other member refuse to pay water bill what legal action can we take

15 year ago my father take water connection along with 5 member. Bill comes my father name. Me and my brother living in same room (duplex). Water bill pay by 5 Member equal amount . Other member want that me n my brother both have to pay. it means water bill divided in to 6 member, because we cooked sepretely. Now they refuse to pay bill.Last 15 month bill are due. so pls tell what should i do ? they always ready to violence. pls reply asap.
If the 5 are families living in difference houses / flats... then in that case water supply for one flat cannot be distributed with others. and if it is out of one family living in one house/flat that in that case residential water charges per month is about 90/100 rupees!!!!!!! Whats a big deal in that.
