Leaving certificate in case scholarship student did not pay full fees

if any candidates have pending scholarship from govt. and but cant able to pay complete fees of college during leaving of college , can he/she gets leaving certificate ? what is rule behind this?
until and unless the college authorities exempt you from paying the pending dues on leaving the college you cannot obtain the certificate. it is one of the most important things which are to be taken care of. you need to clear the dues and only then you are granted the certificate.
