AGM's of Cooperative housing society

Old lady physically and mentally fit,bonafide member of society ask her daughter to attend AGM of the society? Daughter is not the member of the society. She attends meeting on the pretext that her mom wants her to be present.She creates ruckus in the meeting.Is chairman empowered to allow such non member to attend AGM. Can other member object? what is the procedure?
