Mental harassment by women husband career and reputation affected

My husband is an officer in Army and presently undergoing his adequately exercised(AE) period. Iam pregnant with serious complications and my husband's commanding officer's wife does not like me because of incompatibility with her. My husband is working well but was not graded as promised in his acr even after intimating the superiors about the same that he will be graded outstanding depending on his good work. When asked by my husband for same then he was told because of your wife. I am under tremendous stress as I feel I had spoiled my husband's career whatever little or big. My husband was also called and said wrongs about me by my superior's wife. In what capacity can a lady say wrong to an Officer. Guide me.

Dear Madam, First of all please understand that any grievance against a superior officer and/or his wife needs to be addressed withing the department itself under Army Act 27 by your husband. You may address such grievances through AWWA. However it is advised that your husband raises his grievances bringing out all the details. No promise is made by any officer to grade a person well and if your husband thinks that he has been under graded he must put up a complaint challenging his ACR. You may seek a copy of the latest Army Order from me in this regard.

Hi, it is very bad on part of commanding officer to forget his duty and legal obligations and indulge in wrong doing for settling scores. Your husband who is a serving officer can raise his voice by medium of application named redressal of grievances through proper channel. At the same time you may raise your grievance by writing to wife of senior officers who are President of wife's organizations. If you are unheard, both of you have options to approach AFT or high court.
