Clarification regarding appeal in supreme court

A judgement service related has been rejected by high court of guwahati on 2005. Can I make appeal before supreme court?

Yea you can but only if you have a very good reason for filing the petition before the Supreme Court after a delay of almost 4000 days.

Against a judgment of High Court Appeal lies if leave is granted.
In case no leave has sought I'm the High Court Special Leave to Appeal can be filed.
There is limitation of 90 days in filing such Special Leave Petition.
If you can show and prove that the delay is beyond your control you can file now.

Any order of high court can be challenged in supreme court for which the limitation is of 90 days however even after 90 days order of high court can be challenged in supreme court with a application for condonation of delay in approaching the supreme court. If the reason given is sufficient for the court and the court is satisfied that the delay in approaching the supreme court is bonagide delay can be condoned by supreme court and therafter the case can be heard on merits
You can file an SLP against the judgement of the High Court. Be it of any High Court in India. Your SLP will be accompanied with a Application for condonation of delay, where we will have to satisfy the court as to why there is a delay of so many days.
