Travel Agent didnt give refund

I booked Maldives tour via a travel agent of Delhi for my friend for Rs 103000, but due to sudden death of my friend I have to cancel this trip and intimated to travel agent about this one month before trip start date on 12th January 2022. But since then travel agent is not responding to mails neither she is answering the call. I have lost Rs 103000 due to this, Also they have not stated any death policy to me at the time of booking or after the booking. So I want legal help to get my hard earned money back.
If there is no policy or condition of forfeiture of the booking amount on the death of the person then they are liable to initiate the refund and also if you have informed a month before the said trip started then in that case the agent has to refund the money. You need to send legal notice via your advocate to the concerned travel agent and secondly we have to understand the legalities which are mentioned on the bill regarding terms and conditions ….. please be in touch to understand the legal point of view and we have to initiate suit for recovery …thanks
