For the purpose of the limitation act, the case can still be filed in accordance with the Supreme Court's order for extension of the periods of limitation expiring during the lockdown.
It is advisable that a notice be sent immediately and the preparation for filing a case for recovery be prepared at the earliest.

Immediately issue a legal notice for the clearance of your dues
If your period of limitation has already expired then you will face few difficulties in filing of the case however advisable to issue notice and then immediately file the case at the earliest

You have to file for Decree Execution. Section 38 of the Code states that a decree can be executed either by the Court of the first instance or by the Court to which it has been sent for execution. You also refer Sec 37 of CPC
