Money not returned by Friend from last 30 months

My friend borrowed arround 20000 rs but still they have to pay 11000 to me but since last 2 years he is given me onlys dates.
I have all conversation in whatsapp and sent out email also.
How I can get this back

To get the money back, You can send legal notice to him against the money which is pending. Or can do settlement if he is not ready to pay full amount.
