Interior designer over charging us and threatened us for payment

I hired an interior designer but no agreement was signed. They promised the work would be done by 25th march and then it kept getting extended. We finally moved to our house on 25th jun as we didn't get extension from our landlord. The work wasn't over and it kept going on. We faced a lot inconvenience and then i posted a review about their service they threatened us after that. The work is still pending and now he is over charging us and threatened us to pay money. See you have remedy before the consumer forum in case if he charged unnatrually. has you infomred that you have threatend by him for that you can file a complaint again him if you found he is intentioannly harrasing. Since there is a long delay on starting of work, since it is the matter of service and you will get remedy before the consumer forum only, AS you infomred that over charging, for that you can approach the consumer court only.
