I lend money to my friend but its been 2 years he hasn't returned it.

Once I lend money for a friend on 13 November 2017, to buy a phone worth 24,000/- on a Dasara vacation. We met about 7 months ago and he was nice to me. So I believed in him and gave the money. After one month he paid 3000 and said he'll return the left money in 3 months, due to his personal problems. Considering that, I agreed to that. But he left the job where he was working previously and started postponing the date. Whenever i call him he's still postponing the date and playing with me. Today also he told me that he'll give me the amount and he's gonna meet. But he didn't came and not answering my phone-call too. What should i do now? The phone was booked in Flipkart through my account.
