Friend is not returning my money

One of my friend has borrowed money from me . But now he is not returning my money and only giving me dates. I have all the proofs i have sent money . Please help me .

if you want only money then filing a recovery suit against him in concerned civil court.
if you want to punish them then also file a criminal case of sec 406 of ipc against your friend
but in the recovery suit you should file a sum persentage of your demand in the court as a court fee
