Education Institute changing rules as per its convenience

An educational institute has changed rule as per her mood after verbal conversations ,((,like cancelling a complementary course for which a certificate was to be issued )) fees are paid a year back ..what can be done.. her students are aware of such happenings and her changing habits but nobody wants to go against her ..what to do?
Try to raise a alert with the promoter or trustees of the school. Ask them for justification and refund based on the grounds and circumstances. Also ask them to create rules which can confirm to charge as per offering.
