When does a builder get Commencement certificate to start a project

I am looking at Hi Life Greens, an under construction property which has excavation done and basement done for few of the blocks but still has not applied for CC.Builder is telling would apply once foundation gets laid for all the blocks in 2 months. So want to confirm when does a builder get Commencement certificate for a construction project.
