Send a formal / legal notice if the committee period has expired. Subsequently you can file a consumer complaint before the competent consumer forum seeking refund or possession of property along with delay compensation

First of all you can send a legal notice to the builder asking for compensation and the loss that you've suffered because of the said delay
If the builder doesn't respond you can further file a complaint in your concerned State Commission to claim a refund along with compensation and interest

Please share the details of your booking, payment plan and schedule, communications exchanged with your lawyer (or if you are looking for one, you may fetch my contact details from this site) so that an adequate legal notice can be sent to the construction company. The consumer forum is currently very active on the matters and pro the buyers. Hence, it is advisable to take an immediate action.
