Transfer of Unmovable Property belonging to Scheduled Tribes

I am a Hindu and belong to Scheduled Tribe of Keonjhar. I want to sell the ancestral lands now belonging to my father since we cannot make any profit from those lands. As per the rule that I know of, one belonging to this Scheduled Area cannot apt for transfer of property. So is there any way to sell this property and what process do I follow for transfer of lands to the government of any other person?
