Transfer of flat after death of my father

My father has passed away and I need to transfer flat in my mother's name. There was no nomination made and myself, my mom and my younger brother are the legal heirs of my father. What will be the procedure to transfer the flat? Our flat was purchased in the year 1982 and possession received in 1983. Do we need to pay stamp duty for the transfer? Also, do we also need to approach Govt authorities to get the name changed as the agreement has my father's name

This is my response to you:
1. You will need to obtain letters of administration;
2. Then obtain gift deed from other who do not wish to claim in favour of the ones who wish to claim;
3. Then approach office and make the mutation entries in the property registrar;
4. You will need to pay stamp duty at the current market value of the property;
5. So consult a local lawyer and do the same.
