Person has occupied common land, what legal action can i take

Sir, We have a common plot(which everybody can use) in our area.Beside this plot one has a home right side.He covered half part of this common plot and now he do not let us even to park bike or car.What we must do to get solution ?
If the land is common for all the people staying there you can write a written application to the concerned department for their intervention in this matter in case no action is taken you can approach the police and Municipal corporation for illegal possession of the land
